| Who Is Eligible For Services? Individuals who have a documented diagnosis of mental retardation before the age of 18 years with an overall Intelligence Quotient (IQ) Score of 70 or below. How Are Services Funded? Most services are paid for under a grant from the State of Tennessee Division of Mental Retardation. However, private pay rates at GCS, Inc. are available upon request.
